Problem when uploading HTML page from Dreamweaver

Hi, whenever I upload my HTML page made from dreamweaver the tittle background is missing!

Highlight the white spot to reveal that there is white text and supposed to be dark blue behind it.
Someone said that I need to upload my css spreadsheet but how can I upload that? Can I upload it like a normal file in my webhost or do I have to use FTP?

 

You have to upload your CSS file. You can upload it normally just like your index file. John
