Buying Problem in sign up with different characters than english

Hello,

I have bought a custom script -PHP script- it works great, but there's a simple problem, users can't sign up using other characters than english, I want it to be in Arabic as well, everything works fine with Arabic characters in the website but only the sign up part, I don't know where to give permissions for arabic characters to be used.

Please tell me how much it will cost in both time and money.
