You should find the Mysql Server in your Services list. Should be in you Administrarive Tools / Control Panel somewhere.

If you're using this database for development purposes, you may want to download a software package like xampplite that is a bundle of apache, php, and mysql. It's only a few clicks to get everything installed and running.

But, if you do need to get the full server and client installed, this page will help you.

You gave a screen dump of your start menu, I described opening the services item in your configuration panel.
The Mysql Server is not run as a regular application, it runs as a background service hence me directing you to the services panel.

It seems we are guessing your development platform so if you want to do development in Java check out Netbeans, if .Net check out Visual studio. etc etc etc.
If you want ASP(.Net) code check out IIS of you want java code check out Tomcat.
If you like MS-SQL you'll find Mysql is like living with a bullet in your brain. You might want to look into PostgreSQL instead.
Hope that's enough compensation for the not requested Apache/PHP/Mysql advertisment of W0tan.
