PRO English, I Need a Little Bit of Help

What is right among the following two sentences below:

A: 3 Steps to Writing and Reading in English

or

B: 3 Steps to Write and Read in English


I think, the sentence in B is the correct, but after I've searched some keywords on Google, I saw a lot of sentences like the sentence in A. It's like “Steps To Writing” and not “Steps To Write”. Please help me.. And I'll also accept another sentence if you have suggested.. Thank you!
