Well.. you're half right. It would take a lot of bullets to kill the back rotor because its built to handle massive amounts of torque and flex. Depending on the type of blade used, you may be able to mess the blades up on the tail rotor to cause the helicopter to tear its back rotor apart. Once that happens, the helicopter would become unstable it they attempted to raise off the ground because the back rotor counters the rotational twist of the main rotor.
Makes you wonder if the people in the prison were really that ignorant, or if they were in on it, and the fax just gave them cover.
