Prevent repeated clicking on my adwords ads

Isnt there supposed to be a way to prevent a particular IP from clicking on my adwords ad several times in a day, without converting? I can block the IP, but I will still be charged by Adwords. Lets say my ad appears as part of Gmail, and the same Gmail user clicks again and again, there must be something of an option that allows me to "dont show this ad to the same user session, more than twice in a day". The closest is "Optimize ad serving" option, but that doesnt satisfy my need. Any ideas?

Hi, from what I have read, there does not seem to be a way to prevent this due to Google's policies of providing quality search experience to all.

Typically clicks from the same IP aren't charged more than once.
