press release CMS - does one exist?

I'm looking for a quick and easy way to set up a site where people can submit press releases - does such a thing exist, or is there a plugin for any existing CMS's that could do this?

 

I think there is one made for wordpress, its a paid plugin though. try search for it on google.
cant remember what its called.

 

I've seen sites use Wordpress. I believe PHPLD has a plugin that can make it work too.
