I don't believe she is eligible to be Secretary of State. http://www.law.cornell.edu/constitution/constitution.articlei.html#section6 Read article I, Section 6, Paragraph 2. In other words, while she is in her elected term as senator, since the position of Secretary of State's salary was raised, she is not eligible (emoluments is compensation received by someone holding an office, usually wages). So I don't really think there is any issue there.
