The final blow was removing the tax for mineral resource usage, meaning Russia will have no profit at all from selling that gas. Does this seem a great victory of Putin to you? Yet it is shown this way in RussiaToday news, they state this is the greatest victory of foreign diplomacy, a worthy response to EU and US sanctions already withdrawing 200 billion USD from Russia.
Why would he sign it then?

Commanding officer of Crimean Berkut gave order to shoot in the air and activists fled, Berkuts continued their way home - THIS WAS THE INITIAL MESSAGE< INTERVIEW IS ON YOUTUBE. However, later on Russian propaganda took several sentences out of context and proclaimed Berkut had to fight their way back home and had a dogfight in Kremenchug. Crimean Berkut is loyal to Yanukovosh, so they did not disprove it - and now their wages are 4 times higher than average Ukrainian salaries. They earned their 30 silver coins.

This lie was widely discussed in Russian propaganda and was one of the main reasons for deploying huge Russian armed force in Crimea (or you still believe Putin about "Crimean self-defense troops" - who later acknowledged these "green men" were Russian troops with Russian weaponry, battle ships, aviation and equipment?). After the so-called "referendum" that was not accepted by majority of countries worldwide, Crimea was annexed by Putin. The battle for Crimea was lost for now, the Ukrainian war was just beginning.

2) Slavyansk sits on the biggest deposit of shale gas in Europe and the day of beginning using this gas will be the last day of Russia, because EU will by it, not the twice more expensive Russian gas.

3) Putin's nuclear missiles need to be restored and maintained in Dnepropetrovsk, engines, aircrafts and tanks are produced in Kharkiv and Zaporizhya, the biggest warfs are in Nikolaev and Sevastopol, Odessa is the biggest trading port of former USSR and it will allow supply Pridnestrovya anclave. He needs these regions or his military power will fade in a year.

Amounts of goods smuggled through Ukraine to avoid paying customs is considered to be at least 50 billion USD annually. The one who controls Donetsk and Odessa - controls this smuggling route.

Days after this public unrest begins and "DNR" and "LNR" appear. The initial messages are the same - "bloody Pravyj Sector is advancing East to slaughter all Russian-speaking citizens". Manifestations, capturing City Halls, killing Ukrainians (deputate Andrey Rybak) begin. Akhmetov and Putin say they have no connection to this, this is "peaceful protest of separatists". Many times Russia has called for a cease fire, but Kiev don't want it. Actually their masters don't want it.
