You can. The only way to do it is to contact paypal and request the account be downgraded. The best way is to search through Paypal's help section for downgrade account, or something similar. There will be instructions and a link to the contact page for downgrading an account.

If you have already change from personal to premier then it is no longer possible for you to change back again into personal since it is a one time change only. But you can create two accounts a premier and personal account

That isn't necessarily true. Your friend should call Paypal (the information below is for the US, if he is in a different country, he should do a search of helpcenter for the term "downgrade"):
    https://www.paypal.com/helpcenter/m...ps=solutionPanels&solutionId=12760&isSrch=Yes
Or your friend can set up a separate personal Paypal account, but it has to have different bank information associated with it.

Why would you want to change back to personal? Having a premier account gives you more advantage than a personal account?

Why not create another personal account?
    Yup.Paypal allows 2 accounts(1 personal & 1 premier/business) per person..

Yeah tell your friend not to downgrade. There are too many advantages he will lose once he downgrades from premier like, most importantly, seller protection.

Tell him to open a personal account seperately. Keep the premier account and take advantage of it when he needs to.
