    Premier is best if you have to use it for general things or do anything with it. :)

    If you manage a business along with some people then business account is good.

    Premier is the best. You can go for it. If you are doing any kind of business with large transactions every day, then you can choose Business account.

    If you're setting up a paypal account just for the sake of having one, then choose a personal account. If you're doing it for an individual business purpose to some extent, go for premier account. If you're using it for a large scale business purpose, choose the business account.
