PR8+ delayed effects?

After seeing a site receive a PR8 link, I didn't see any noticeable change in its rankings... it's been around 2-3 weeks sofar. The PR8 has some amazingly great backlinks, but I'm stumped as to why no effects have happened.

    Any ideas?

DO higher PR sites have a delayed transfer of effects possibly?

Is the PR8 site same topic as the site it links to?

whats the theme of site and anchor text used? if its a money phrase like seo, real estate etc then your not going to see much difference for a long time.

First of all, your visible PR update happens long after the real one, the effects must have taken place before, if they did. Anyways don't look for logic too much in Google. They say "Natural results" "Natural linking" ... Google is like nature, everything looks logical but ... yet....unpredictible and its ruled by universal chaos!! :)
