I don't know about PR6+, but why be picky? PR6 - thats tough. Perhaps you need to lower your expectations slightly asn PR6 sites don't tend to just hand out links from their own PR6 sites. You are better to target PR 2+ sites and look for RELEVANCE and ensure your keywords are in the anchor text. Far easier.
