It's possible, for sure. But the link to this PR3 website should be high. I don't know exactly how high, but I think it should be at least PR5
Yes if you're talking about the expired domain name but the page rank start falling once the domain name is expired.
Consider the number of outbound links you are getting a link back from the high pr, because the number of outbound links plays a factor too in quality.
I got PR3 for flocksale.com with one link from my PR4 blog and directory submission bought here on DP, i probably had a link to this page for some time in my signature - but that's it.
It's not just links from external sites that help a URL's PR. If other pages on your site are linking to the URL in question, they to will pass PR to the URL. I've added pages to our PR7 site and with NO inbound links from external sites it would show up as a PR5 ro PR6 URL because it was added to the global nav which meant every page on my site was linking to it.
