    PromotionStadium is PR3 with over 100 members and 2000 post. Its build on MYBB so no License to worry about. Its kinda deadish at the moment but would not take much work to get it going. The traffic is in the past 4 days been pretty good with over 300 unique visitors. The theme is a free theme that has been modified where I wanted it.

    Domain is at Namecheap- free push
    No hosting with this sale.
