Yes really stupidity. PR means page rank. Simply the position of your web site in the search engine. PR ranges from 0-10. The more your rank goes upward, the better position is your rank in the search engine. PR 3 is in better position than PR 2. For more detail, you can look at the Google.

pr is page rank and goes from n/a to 10 but II dont beleive there is any site with PR10, even google is PR8 or 9. Getting high PR links will increase any site in the SERPs
RP means Page rank and 2 value of page rank.RP is a integer no.( 0 to 10) given by google to each page of a site .

Yes if they are selling +5PR back links you can consider as good. But no point buying 2PR or 3PR links since if you are intelligent enough and a willing worker, you can find them your self.
