    http://www.icoolhosts.com is a PR3 hosting directory and right now it is free to submit links.

    * Only hosting companies are accepted
    * No affiliate links
    * No top ten hosts
    * No article sites
    * No MFA sites
    * No affililliate sites.
    * Deep links OK for different categories but don't make me work by submitting to incorrect categories or I'll delete it.

    Apart from that add your hosting site before it becomes reciprocal.
