    Looks like the site is google banned

    its not a zero. that tool says
    As soon as google crawls the site again it'll be fine.
    The site is domain is still a PR3. All pagerank tools says that, it just cant be veryfied due to it not being indexed right now.

    The backlinks are still there and either way the price is low/cheap.

    That usually means that they are just not cached. When domains are dropped from their previous owners with pagerank, google tends to let them slip until you re submit them. < That's from my experience.
