    Requirement:

    No spam Links
    Not more than 6-7 links on the home page
    Must be receiving traffic
    Must not be a link farm
    No general websites


    Budget: I will pay well if its a quality website

    It's also useful to note that different pages on your website can have different PageRanks. Your website is not just one PageRank. I'm pretty sure this article is talking about your homepage which is the most important.
