PR2 Authority Site???

    No, that doesn't mean an authority site. Those are called sitelinks. They've nothing to do with an authority site and has nothing to do with PR; it happens when the #1 website for a particular query has multiple pages that are equally related to the keyword in question.

    Sitelinks are determined algorithmically.

    "Authority site" isn't even terminology that Google uses.

    The site does have to be big enough to have several pages that rank equally for the keyword/keyphrase in question. And, it has to be trusted enough, and relevant enough, to be the #1 result for those keyphases /keywords as well. Trusted sites of substantial size tend to be those with higher PR; they've been around long enough to have climbed to #1. But PR isn't a prerequisite for good SERPS.
