Unless you are the webmaster for a company worth $100 million or more, your chances of having a PR10 site are slim to none. No amount of SEO is going to give you the boost needed to make it to PR10, you've got to have a must-have product or service that is a household name. I would guess only a tiny fraction of people will ever even have a PR9 site. Even many well-known corporations don't have their site ranked that high.

microsft and yahoo are google's competitors - and yahoo got a PR10 last update, it was PR9 before that
From an insider (not me) "PR10 is manually added. The decision is made internally†So basically, it is not possible to get PR10, unless Google wants you to have PR10!
cause it says SEARCH powered by GOOGLE - which is a common thing on any site that uses a google powered search to search their site... think google search appliance
