amongst hundreds of PR10 pages , there are several websites whose sites search is powered by Google , but obviously its not a conspiracy policy that has made their pages PR10 . For example http://validator.w3.org is a PR10 with no relation whatsoever to google
www.statcounter.com used to be PR10 until the last PR update. The key imo is (or at least it used to be) - get MILLIONS of links. And depending on how many millions, you will be either PR9 or PR10 There are autority sites with PR9 which have just thousands links btw....which on the other hand makes me think that google is really just trying to piss us and make us go crazy asking ourselves such stupid questions, such as - are there pr10 site?
Sites are hand picked and given a PR of 10 Sometimes they use a magical green highlighter and color it in for them
