True.. Get PR 10 is too hard but not impossible.. PR 10 sites are up to date, have so many back links and updated regulary with unique content as well as big network.. delicious PR8 Twitter PR9 such sites are great sites..
My opinion is The sites must have following features -Have to have Definitely High and powerful backlink -The service or content in the site must be highly useful -Need to have large no. of traffic -Must be highly useful to the people -May be have some unique characteristics like - service, content etc. I think a PR 10 site is distinctly different from other by it's usefulness. Nothing like climbing that post latter. Anyways, PR10 is going to take more than working hard like Doc Holiday above says. It would actually require a significant chunk of change in order to get yourself to that point. How much exactly I have no idea. But it has little to do with "real hard work", again, like Doc Holiday says.
Getting to a PR ten is not an seo issue it is a product issue. If you create a product that people like, a website that people love that has great functionality then you will get to a pr 10. Seo for new sites make sense but at a certain point it doesn't matter how many links you have if your website is not interesting or useful.
It's pointless to try to get to PR10. Why even try? You get diminishing returns for your time and money. Just as going from a PR3 to PR4 roughly means your site is 10 times more "authoritative" so too does the effort to get it there. Plus, many PR0 and PR1 sites make money, much more money than PR4 or PR5.
Best I had yet was Pr3. I think is impossible to get PR10 for a a regular site, it doest matter how many backlinks you have. Its enough to see the sites that have pr10 and you will see how hard is to get.

I understand OP's curiosity but that would be a big big business. Probably you will need to invest in 100s of millions if not in billions and years of time. Interestingly those that already have, made it without making any effort.
