Only if the links are relevant to your niche than they could help traffic. Traffic does not affect PR, it is based on your amount of back links and the quality of those back links. Here is a good article that may help.
Not really - High PR used to mean doing well in searches for your site in Google Serps - Nowadays the lines are a lot more blurred. You can get a high visitor count and have a low page rank and visa versa. Note also PageRank is Google only so it has no effect on other site referrals, other search engines, directories, etc. If your getting plenty of visitors dont worry about it - if you aren't getting many visitors - forget about the pagerank and start to optimise your site a little better for your target audience.

If that topic is too odd to be searched at all, then you should not expect traffic from search engines, only from linking web sites. In this case your PR will be high; but your traffic will be not.

with high PR you have higher chances to outrank your competitor although you have fewer backlink than them.
Not really, Alexa rankings are mostly based through those Alexa Toolbars that users must install on their browsers,that's where Alexa tracks the visitors of a certain web site. IMO most internet users don't really install this toolbar, others don't even know what it is. Those who have Alexa toolbar on their browsers were probably webmasters or internet marketers who are familiar with Alexa and knows that the information it gives is important for them. So don't rely much on Alexa rankings, it's a good tool but it's not really that accurate.

Exactly, PR is not important, you just need to get indexed in SE's with high qaulity unique content. Than do promotion traffic will automatically come.
They do not affect each other but if one rises the other usually does too. Good backlinks means higher PR, higher SERPs and higher traffic.
