PR value of incoming links?

    When Google evaluates the PR value of an incoming link to a site, do they base the value on the PR of the page where the link is located, the PR value of the site's home page, or by some other means?

    More specifically, approximately as follows:

    PR received = .85 * PR of originating page / #outgoing links on originating page

    you'll get maximum weight if webpage is relevant to your inbound linked webpage topic....
    approx minstrel's given formula is somewhat correct.

    Does it mean if webpage is irrelavant it will not get boost in PR, OR Devalued?
    minstrel's formula seems correct for me.

    Not true. PR is a function of backlinks only. Content of the linking page
    may have an influence on your ranking, but it's nothing to do with PR.

    Well,
    in my experience there is link and you do not get as much value as you should be from irrelevant links.

    Yeah do it. But don't focus on PR. SERP is the most important one. So if you're reviewing your link partners, focus on how relevant is the site linking to your site.Quality of the site's linking to you is much important than sites linking to you with higher PR.
