It seems very likely now, that what we see today is an old PR snapshot. Hard to say exactly, but it must be July-August PR values. Hypothesis is as follows: Google will do shifted PR updates now, i.e. after update you see real PR which was assigned to the page half year ago. It explains a lot, in particular why there were no updates for that long.
Hi, I think this might be true, however I would not think that the fact that I see PR0 for one of my pages what actually has a PR4 assigned 6 months ago does not affect at all the SERP... I think it has a slight effect. With other words, I think the PR calculation gets to its end the PRs became consummative after Google Toolbar PR update happens.

Yeah I think the same thing as one of the other guys commented about on deterring link sales. My directories have gone for over 3 months without a single payment from people buying advertising links. All I get is people trying to put their sites on for free while I still have a big hosting account to pay every month and renewing domain names. Thinking of shutting down the directories I have had for a number of years and keep my 80 wordpress sites going selling amazon products. PR is no big deal anyway. As long as my sites stay on the first page of SE's.
Have to say it does look like Google took the PR snapshot months ago and only decided to update the toolbar now. I have sites that should have gained PR and got nothing, and i have sites that are older and not promoted anymore that got Pr.
I agree with what has been said here. I also noticed this among my sites in that websites which I have worked on more recently in the last 2-3 months were not rewarded, while some other sites that I had concentrated on last summer/autumn gained and the more recent sites I worked on are actually old trusted sites so there is no reason they would not improve. It is important for all to remember that when Google exports the Pagerank to the toolbar it is not like Larry Page hits a button and the entire net is updated. PR updates always take some time to propagate to the entire web so I am holding out hope that I will see some more gains in the next 24 hours. It is also important to remember that Google has a history of following a large update with a smaller one not so long after, especially if the time between major updates is large so there is still a change PR could yet improve for many people.
well, i realize that most update is not changed. And of course we all dissapointed with this latest pR update.
It could be, who knows how old the pagerank is, they update their internal pagerank constantly, the public one gets released every few months
