If you placed a link on a PR2 sub-page that link would only have a PR2 value, regardless of the index PR. I believe. Too many people stress way too much over PR!

Nobody should be that concerned with Page Rank on such a granular level. Domain PR, sure, but sub-pages and directories... meh. Too little time in this life to get worried about the details
I think he is referring to the PageRank "vote" that sites he links to would get. However, I don't see why it would matter, unless he is linking to another of his own sites. Anyway, websitedeveloper, could you elaborate on what you mean by your original question?
Only the page you linked will pass your PR, so if you linked to the subpage, the index will not pass PR to you.
