    meta tag does not relate to PR.
    PR is purely related to the backlink you have to your web page

    Google is fighting SEO, so there's no SEO trick, just and only good content and googd links.

    Since when? Google is happy for seo to be done on sites if it helps users and search engines find their way round the site.

    Google is fighting spam and unethical seo would be a correct statement.

    PR is related to back links only so there's no trick available for meta tags in that sense :)

    I like at least 20% of links to be pointed at sub-pages, seems to help spread the pr around the rest of the site.

    PR is related to more than just backlinks. PR is related to:

    1. Backlinks
    2. Number of links on page containing backlink
    3. PR of page containing backlink

    If you want a proper explaination I suggest reading Google PR explained.
