PR Goals With Link Strategy - An Impossible Goal?

I've been assigned the task of estimating the number of links it would take and associated cost to increase PR and get us listed in the "top 3 positions" on Google. Is it just me, or is this an impossible task, with too many variables to consider to come up with a plan that even loosely resembles reality?

For instance, inbound link popularity, what keywords?, etc....

I don't think it is impossible, but it sounds difficult.
