Is it possible for a web page with noindex meta tag to have a PR or even a high PR if there are sites that are linking to that page?
First of all if the noindex meta tag is set properly, the site shouldn't be in Google's index. So that is the first thing you must check. If the site is in Google's index, it means google is yet to comply with your noindex meta. Second factor, google don't update the toolbar PR often. So what you are seeing on the toolbar may be an old update.
I would say in theory it is possible yea, seens as the algo for page rank is tottaly different to the SERPs google may crawl your site, but not rank it coz its got no index in. But aslong as it crawls it to find your outgoing links it is still theoretically possible to get a page rank
yes it's possible that No Fallow page can get PR because of theory is behind their the site owner put No Fallow tag recently or after the Google catch or may be gating the PR. and anther things is that if the page is with no fallow tag but this page has good number of traffic and Google analytic software pick this page then you can also find that this pages is crawl in google. bcaz in recent PR factor google consider not only back links but also go for traffic.
