PR for internal pages - Can there be a change

In last PR update, there were two websites for which the internal PR went to ZERO. The main site remained at PR 4.

I guess that this could be due to the reason that Google noticed the website to be built for providing links and doing link exchanges only. If this be true, there could be issues for many other web directories. I guess 50% of the members on DP would have a link directory.

I would like to tell that these were directories from which we were providing links to other websites. Each page was having less than 20 outbound links.

We have built some links for internal pages in the past and even doing the same now.

Is it due to some penalty for this particular website or this has happened to many other websites of members here ?

Do you think that another PR update can bring back the PR on internal pages as well  or we should drop these websites and start with new ones.

    Please help
    Thanks

I don't think that providing links are bad, as long those are not link farms.

I have a case of PR4 for homepage and lower page ranks for inner pages, so it's not that unusual.

My inner pages fluctuate with some matching the PR of my home page, 4, with others ranging from 3 down to zero.

No telling why some pages do better than others besides the obvious: keyword choice and inbound links.
