    THE SCENARIO

    1. I have a brand new web site, which follows to be launched.
    2. My goal is to reach PR7 for it.
    3. I have the possibility to buy PR5, PR6 and PR7 links.

    THE QUESTION

How can I determine the best SEO plan?
To be more concrete: how can I calculate the number of a certain PR links in order to achieve my goal?

    THX!

If you're only focused on PR then you're probably going to need between 5-10 (possibly more) PR 6 and 7 links depending on the number of outgoing links on the page.

This isn't SEO it's just PR building. You do realise that it isn't going to help you getting better search engine rankings right?

    Matt,

    Thank you for your answer.

    MY COMMENTS

    1. Before starting the link building, the web site will be SEO optimized.
    2. I will do SEO work with three purposes in my mind:

    a. link popularity
    b. high SERP
    c. high PR

Basicly, all my SEO actions will cover all the up-mentioned fields.

    Any suggestion/comment is welcome.

If you're concentrating on getting good results in serach engines, don't worry about PR - look for good quality incoming links from trusted sites on the same topic.

I'd take on on-topic PR4/5 link from a site like the BBC or CNN over a PR7/8 link from a site that isn't well established anyday.

You may also focus on something else since PR is meaningless anyway...

    Mr. Matt,

Thank you for your helping hand!

Before buying a link, I'll take a look to the followings:

    1. S.E. back links
    2. nr. of visitors, to evaluate the potential of traffic bringing - if there's no available official online information, I'll ask for statistics
    3. the web site's relevance to the www users

The things I look at are,

    1. The relevancy of the page to the page I'm linking to
    2. The placement of the link on the page (higher is better)
    3. Does the page appear in the SERPS for the term I'm targeting
    4. Traffic
    5. PR

Just keep thinking that, because Matt Cutts says the opposite:

Golly, doesn't sound worthless to me...

PR itself does not determine a sites rankings but generally having a higher PR helps in a indirect way because PR is determined by incoming links...a sites ranking is also partially determined by its incoming links....so by increasing one you have a good chance of increasing the other.

    NEW QUESTION

What do you think: a permanent blog link has a different SEO value than a permanent regular web site link? In my opinion, it should have the same relevance.

Makes no difference. A URL is a URL no matter if it is a blog, a directory or a web site.

It is not important where it comes from as long as it is moral, relevant to your business and has a high PR.
