PR check Tools

some popular PR check we mostly use like :
checkpagerank.net
domainpagerank.com
iwebtool.com

this tools is very useful but i want to know how this tool work (mechanism), can you explain it!
i am confused when we use to check fake PR to site that using redirect method is make sense because the site dont have a backlink and index in google as different site
if the point is about google index, so how about active site that had backlink and not redirect site
what about a domain had valid PR after dropped the PR seem to be fake.
anyone know how this tool work?
