if other site link to you. they will contribute both pr and relevancy to your page.
how much does it contribute according to several factor.one of it is link (outbound link) count in that page.I know the more links in a page,the less contribute to pr .but is it same to relevancy? I mean if a page that have 200 outbound links that link to my page with a keyword as anchor.I know this will raise little pr to me.but does it raise little relevancy to my site too (with that keyword )?

 

Yes it definitely will raise relevancy of your site if your site's content has relevant topics.

 

A site with 200 outbound links and links to you doesn't really do you any good.

 

this problem should be clear. jhnrang say yes, you said no. making it clear will let reduce much our effort to link build. we will not care about page that have 100 or 200links.

 

don't bother trying to solicit links on a page that has 200 outgoing links....Google recommends that you keep under 100 outgoing links for each page.

 

how about internal links? is there a similar limit apply to it?
