u nee to have patience for that. People wont link you only if you ask them to. Comment on other peoples blogs, make friends with them, network with them. And also write quality content on your blog. With about 10-15 articles on yourblog, then only approach people to giv you a back link.
If you want things done the faster way, then you can buy links on high PR sites and increase your PR.
