Open Site Explorer is TOTAL CRAAP !! stop using it its not accurate.
Nevertheless, despite the fact this domain (HOW-TO-REDUCE-DEBTS.INFO) actually have backlinks (I checked on MajesticSEO), among those backlinks I can't seem to find any high PR backlink.
The problem when you do have backlinks is that sometimes its hard to track them and only Google knows.

This thief wanted to be a smart-ass so he bought a domain which does have backlinks (spammy ones and without PR) in order to confuse us.
Luckily he faked a PR9 on it which is obvious to anyone its fake, but just imagine what happened if he had faked a PR3 instead, almost no one would suspect its a fake PR.

Bottom line, always demand natural high PR backlinks !
