Many, myself included, thought it was just a conspiracy theory, but it does seem to hold water: http://forums.seochat.com/showthread.php?p=111440 More recently, Matt Cutts did confirm that it is possible to harm a websites rankings by pointing too much link juice at it: http://forums.digitalpoint.com/showthread.php?t=384385 In reality it probably has to match a pattern of link building to trigger the penalty, but you can definitely reproduce it if you try. -Michael
I would disagree with that. If it would hurt your website's ranking, you can use it to hurt your competitor's ranking and it seems unfair. Google always confirmed that some links may have 0 value on your ranking but they've never confirmed that links can have negative effect since a lot of people may use this effect to beat their competitors. so if they find the links spammy they may consider them as 0 value. (IMHO) The over optimization penalty is when you do something on your site for example repeat a word or phase again and again with the goal to optimize the page for that keyword, then your site may get penalized.

Google is so hyper-paranoid about people gaining rankings by gaming their system that they are more than willing to allow innocent sites to suffer in the unsuccessful attempts to stop it. -Michael
