pr 2 directory accepting 200 free links

hello,
as the title says, I will accept 200 websites for free in a new pr2 directory. After the 200 links, I will only accept reciprocal links.
Please no porn, gambling..
Also I will not remove your links once my directory will gain Pr( as it happened to me with a few indian directories in the past)
Also I will only accept links from another directories if they link back to mine( I believe is fair enough)
Also I want to add 5 links on the home page in exchange for a similar link( pr, number of links on the page)

I am getting an error message when I try to submit.

At the top it says :Notice: SmartyValidate: [is_valid] criteria function 'isDomainBanned' was not found. in /home/petyard3/public_html/rmsiu/libs/smarty/SmartyValidate.class.php on line 572
"

And then next to URL it states: The URL could not be validated. Either the page does not exist or the server cound not be contacted.Domain is allready banned!

I have verified that the URL is correct and up and running.

Anyone else getting this?

unfortunatelly I am not a programmer and I have no idea what the problem is
i did not change anything in the code
