    It would be good if all indexed pages had a page rank of 1 and all none indexed pages a 0 so if you use the google toolbar its easy to see if the page is indexed.

    I think the 1 through 10 is fine.

    Besides,
    Adding more numbers doesn't mean low ranking websites will move up.
    It is, instead, more likely that someone with PR 10 will move to PR 12.

    i think the wheel should be square. PR 0.15 is waaaaay better than PR12.999
