It will depend upon the situation of your site whether it is less than Pr0 means N/A rank or have higher page rank than Pr 0.
These are not really so good because one way links in free directory always take more time for approval. but if they all approved will effect the sites ranking.
Just like so many things in SEO if you just go out willy-nilly and do a bunch of things that you read about on some page somewhere it can be a huge waste of time, BUT if you take the time to understand what you are doing and why things start working much better. So tell us about the directory submissions you did. Did you check first to see things like: The PR of the directory you were submitting to If the directories you submitted were no following their links If the directories you submitted to offered text links or generic links If you were submitting to the best category for your sites If the pages of the categories you were submitting to were indexed I am willing to bet the answer to all of the above is going to be NO, and thats why you don't see any links in your webmaster tools account. Learn to do it right or don't bother and especially don't offer advice unless you know what you are talking about. IMO IF you know what you are doing directory submissions can be a good tool in the SEOs arsenal.
just make sure the link is from a page closely related and it will be worth more than some pr3 4 5 sites. a link from a site with quality content and not many links is far better than a high PR page with loads
If you collect the PR0 yourself from directories, try no to exagerate and keep a constant number of average of submission daily, it will just help you that's for sure
The thing with directories is that the PR can always increase, but many directories want a reciprocal link, and if you gave all the admins that ask for it what they want, your site might be seen as a link farm, and might be penalised
