PPC to CPA Nightmare

I've recently started in CPA marketing based on the CPA Arbitrage method.

The method calls for finding offers and driving traffic directly to them with Google PPC.

The other method asks you to make a simple iframe landing page which displays the advertisers CPA offer within the iframe and then drive PPC traffic to that.

    Here is the problem.

Everything hangs on the Google Quality Score.

If you get a high quality score, you get low cost per click and you may just be able to make money with email and zip submit offers.

If however, you are promoting a email/zip offer, whether you are direct linking or going via a landing page, if the Quality Score (QS) is not good, you wont make money.
QS = Low, Cost Per Click = High, No Profit with Low Paying Offers.

So this is what I've tried so far...

I have input my affiliate link directly into the destination URL while putting the CPA offer domain in the Display URL.
Since most Email/Zip offers have very little (if any) text on the offer page, it scores extremely poor on the Quality Score.
Result= High CPC - No Profit.

I have also tried inputting a very high ranking page for the keyword into the display and destination URL and then setting the url for each individual keyword as my affiliate link.
Google saw right through this and noted that it was an "Inaccurate Keyword URL" and they disapproved all my keywords.
    Result = No Ads shown.

So I set up a landing page and iframed the offer.
I used LPGen to add title, meta info etc... for each keyword so Google sees the page as relevant.
However, Google saw right through that and scored each landing page (on the fly) as poor with regards to Quality Score.
Result = High CPC - No Profit

I considered making an individual mini site for each campaign but then each offer would take ages to set up and even then, it may not be profitable.
The AC method calls for campaigns to be cranked with speed.
The whole idea behind this type of marketing is to put each individual campaign up quickly and easily.

Working with other ways takes time and effort and I'm a lazy kinda guy so I'm looking for the best shortcuts.

I'd like to do Whitehat only so I'm not considering anything which the advertiser would not approve off.

    Any suggestions or help?

    Thanks,

You should never direct traffic to affiliate offers. You need to direct people to your own squeeze page, and get people to opt-in to your list. The money is in the list. Bigger the list = bigger profits!
