Yes google sees no problem with this business. As long as the ad does not have any obscenity, they usually approve them.
But there is no doubt that the ad is of a massage parlour which infact is a side business and their main business is escorts supply.
It's legal to run the ad's but they shouldn't be bidding for unrelated terms like "call center india".
Yes its not coming now. May be their budget for the day is completed or they might have removed their listing from there. the same ad is coming at 3rd last position on http://www.google.co.uk/search?hl=en&q=London+massage&btnG=Search&meta=
I think it's purely a matter of Escort services being legal in UK. I can also see words like 'Sexy' and 'Fulfill' your fantasies" in those ads.
Its sad that keywords like viagra, smoking pipes, bongs are banned by adwords, but no probs with escorts.
When it comes to take advertisers' money Google allows everything... I have seen viagra ads disguised as 'pharmaceutical alternative'
Take a look at the AdWords Content Policy, I would change your mind if you use AdWords or you could be in trouble if you decide to advertise some of these not allowed market using Google network.

^^ sorry I meant my post above as a GENERAL point about what is and isnt allowed on Google, and in the context that neither slavery or trafficking was in their tos. I fully understand what escort services are. As said above, providing is isnt one of those escort services where offering a little bit extra (where essentially it becomes prostitution) you should be ok. If in doubt email google. Saves trouble later.
