    1. Is it advisable to have different landing pages for PPC than those for organic searches and already indexed and listed?
    2. And if so, should I put this off limits to the spiders through the robots.txt file?

    Thanks

It doesn't really matter as long as you can make your PPC campaigns work with your standard organic SEO pages.

However, yes, if you are creating separate pages for PPC with dup content then it would be good to noindex nofollow them so they don't affect your organic pages.

With the new "quality score" I've found it required to create unique pages for my PPC campaigns. I use a totally separate domain and then use robots.txt to exclude them.

    This is just my experience...
