PPC can be both #1 marketing tool or not, depends on your determination and skill. PPC is not hard if you can spend times and budget to learn it yourself. You cannot learn from others without paying a dollar to learn. Read ebook is not enough and apply is a must. No only beginner have to take a lot of works but all succeed Adwords advertisers "do" have a lot of works all the time, or at least capable to hire someone do that tedious jobs all the time.
"Easy" or not is depens on individual judgement due to no standard. However, if compare SEO and PPC, PPC of course is easy. By the way, not matter how easy it is, practice is still necessary to get familiar and work better
