PPC for Incentive Sites?

Is there any network out there that allow incentive sites to display ads but not incentivize the clicks on the ads?

I use my own banner network on my PTC website and I can pay You $0.01 per raw click on 125x125 banners

 

Bidvertiser does, that's about the only one I know of.

thanks for your replys - what about popup ad networks? I'm assuming they don't care? so the answer would be any? or am i wrong?
