So I got some web hosting service from somebody on DP. Paid like always through Paypal. It's been 3 days now after countless emails asking for some answers on why I'm not getting what he promised. I get the typical run around. The typical : "let me check later", "it's a temporary problem", etc etc etc. Basically the issue is that he said that the servers where on shared 100MB connection and that I would get a minimum of 4MB. All this just by email, he does not state this in this original post. The thing is that I get really bad speeds. I mean, REALLY bad. If I issue a dispute, will I get my money back considering these facts? Is there anything else I should know before doing this? Thanks.
Paypal almost always sides with the Buyer, so you are in find shape, I'd put in the complaint. I'd say you are 90%+ to win.
You will not win this dispute with Paypal. They do not cover services in any way so the seller always wins. This is one reason it can be dangerous to do business with Paypal. That being said, it doesn't hurt to open a dispute. Maybe you'll get a fluke or the seller will become scared and return the money. A better way is to locate the seller (check who.is records of any website he owns, any name or location info he has) and if he's in the US, contact him directly or his local police. Hosting is a legitimate and "provable"?? service, right? They should side with the victim in a case like this.
You will get refund if you chargeback against your seller. I got refund 6 months back for similar type of issue. DON.
