With PayPal you'll loose all your money if a scammer charges back.

With Moneybookers : you'll loose all your money (again) if they catch you doing exchanges. (have you read the MB TOS?!)

You can´t have an official website for MB and PP exchanging because their TOS doesn´t allow this. Also you will loose LOTS of money because of scammers, hacked accounts and chargebacks. Beware. Just use ecurrencies like e-gold, Webmoney, Liberty Reserve, Pecunix

PayPal and MoneyBookes, both don't allow exchange of funds under any circumstances without their legal permission.

So, eventually, sooner or later, your MB and PP accounts will be limited.

Acting againgst PP or MB TOS doesn´t make it illegal, it´s "only" against their TOS and you can get limited and will loose money.

You could do exchanges with other e-curency but avoid paypal and MB.Paypal beacuse it's easy to produce air money there plus it's illegal to exchange,MB beacuse it's easy to reverse money plus it's also illegal.

Again: it is not illegal! It is only against MBs and PPs TOS and can result in a limited account.
