PP limits & verification Question

    Hello All,
I had a doubt that i need cleared.
I'm a Paypal user since the past 3 years. But my account was untouched without any transactions till last year.
I haven't verified my account yet but have been wanting to do since a very long time. I am based in Bombay, India and have an account in SBI, recently i was about to apply for the Yuva card but cancelled the idea as PP was no longer accepting that either.

I need to get my PP account verified but don't know how. I have a CC with my SBI account and have another account at Union Bank(I don't use it though).
There must be a way for me to verify in a legitimate manner without using any Vcc. Any ideas??
I have withdrawn $300 in the month of December and my monthly withdrawal limit still says $500 remaining.
Anyways my first priority is verification. Should i open an account in another bank or is there a way to get verified without taking that trouble?
    Thanks.

VCC is the only method i know.

    i used it myslf
    never had any prob.
    2 yrs nw.

it expires after 2 month but ur accnt remain verified...then no risks at all.

That is my biggest fear and that's mainly why i don't want to do something that can get me in trouble later.
Can i open an account in another bank and use its CC to verify my PP account? If yes which bank do you recommend?
Sorry for my ignorance but i'm not too good at banking and legal matters.
