power saving mode

My comp just goes into power saving mode when I try to start it. It will not startup at all. Its vista. What can I do?

Try to change settings after going in safe mode

I cant get into safe mode by pressing f8. And the restart button is not working and I cannot turn the pc off by holding the startup button.

 

Try to go into bios setup by pressing keys F2 or del

turn power save mode off
