    I dont get why after clear instructions of moderators and administrators people keep on posting hi's and hello's to new commers???

    Because sometimes it is ok: If you are a newcomer you want to get welcomed.

    So sometimes it is ok, if you post in "Introductions", but you are not allowed to post all the time and to welcome every new member.
    You also should not write the same welcome message more than one times. ;)

    Basically, the moderators do allow it. However, welcoming people excessively is just spam, and moderators are known to delete hundreds of posts which have no value to them (and rightfully so).
